This might seem funny at first. A horse? in target? But in reality in highlights a much bigger issue. businesses not enforcing their own policies. If a store won’t ask a horse to leave, how can we trust them to stop someone from misrepresenting a dog as a service animal? Complacency like this creates risks for legitimate service dog teams and puts everyone in the space at risk. Policies need to be enforced. This is about keeping not only service dog handlers safe but keeping public spaces safe.
